The "70 Pokemon" thing came from the guy saying Xerneas is number 715 in the national dex, so if true and somehow Xerneas is the first legendary in the dex that means only 65 new non legendaries.

No. Kanpachi caught them both on the same game. Perhaps semi-version exclusive ones, where in one version one is encountered substantially less frequently than the other, and the ratio is flipped in the other game.
