Pretty much both. Excluding Peach, characters have been revealed near or around their franchises' latest game release.

That is how it is for me. It flew past me at blazing speed when people were saying "Jigglypuff confirmed" till now.

There is also Peach's final smash and Togepi using Metronome, but I do think this confirms Jigglypuff.
