Confirmed to be 3DLand.
It's only confusing because they both start with Peach's castle in the background. The big indicator is that the hills in this are blotchy like 3DLand whereas they have a zigzagged design in NSMB3.

Doubt it. Smash in universal whereas Band Brothers is a JP exclusive at the moment (and judging by how well it did in Europe I'm guessing it'll stay that way
) so they are unlikely to make a Smash Announcement in this DirectUnlikely.
Technically Europe did since she appears in "Magic Made Fun" (did anyone buy this?) which came out in March 2008. Brawl on the other hand came out in Europe in June 2008.
And like I said Smash announcements are likely to be made in Directs that are universal not Japanese exclusive.
