I use Sony Vegas to first create a video of the scene, using text overlays. You can also do crude floating head animations by using key frames.
After that I export it as single frames, then use Animation Shop 3 (ancient software that came bundled with Paint Shop Pro 7) to import the images, and save them as a GIF. To lower the file sizes you can resize and cull frames in either program.
