Look. This is a comedy of errors. People are thinking that two beeps is the key. It's NOT!

There's instructions there on how to get into safe mode.
Note that it says the two beep thing is ONLY for IF the light is ORANGE.
So what he needs to do is this:
1) STOP FUCKING SWITCHING INPUTS
2) Plug the PS4's HDMI into HDMI Input 2
3) Set the TV to HDMI2. The reason why I say HDMI2 for the input is so we are using a completely different input for certain and to check the connection chain properly.
4) Make sure the PS4 does NOT have the hard drive plugged in and that the PS4 is completely turned off.
5) Now Unplug the power from the system. JUST TO MAKE SURE IT'S OFF.
6) Plug the power into the system. DO NOT ACCIDENTALLY HIT THE FUCKING POWER BUTTON.
7) Now, Touch the power button lightly on the PS4 and hold it in for 7 seconds UNTIL IT BEEPS. Hopefully this will put it into safe mode. DO NOT SWITCH INPUTS WHILE IT'S DOING THIS. The system has to do handshaking with the TV.
