Those are enemy trains that appear during the overworld/train segments. They chase your train, and will cause your train to explode if they ram you. On the other hand, they will explode if you ram them from behind (I think you can shoot the early ones with the cannon too). So, basically, an explosion is imminent in that screenshot.

Yeah, I'm also not a huge fan of some of the textures in the 3DS version. Donkey Kong's fur is literally just... tree bark. (Though to be fair, I'm no more of a fan of the Wii U version's DK either)
