Not sure which you mean, but yeah you can see the bottom of Old Yharnam pretty well from up there.

Haha yeah, it's to give a visually blurry effect in a few scenes in the Baba Yaga DLC. Don't worry, it's not present any other places in the game!

Yup, I'm a big fan of that game. This is actually my second playthrough. I finished the PS3 version when it first came out. Playing through it again on PS4, it's amazing how much of it I'd forgotten about since then.
