Adequate graphics cards under $75?

My brother's looking to upgrade his 2-year-old Dell (2GHz, 512MB, and a 64MB GeForce 4 MX) so that he can play games like Half-Life 2 decently. Any recommendations? Is it even possible?

under $75 bucks is TOUGH, especially without being able to buy some of the new PCIe cheapo cards such as the x300 (which can run the game well at 800x600).

This is the best value I've found so far. I needed a videocard sub $100, and this is the best deal I've found for a 9600 with 128-bit memory.
