Maybe in the labs, but no one can that amount of processing power to fit on a graphics card to be sold within a year and no software publishers develop games which can't be optimized on unreleased and unannonced cards.
It's clear that it's a drawing with computer touch ups. Hard to see how anyone could tell otherwise.

If you played like that against at least semi-skilled human opponent you would get your ass handed to you - badly. While having a good mix of units was certainly important - good battle strategy mattered more (particularly against idiots who really just sent units into battle and hoped for the best).You just send your troops into battle and hope that your mix of units is better than the opponents.
