It's by the guy who did Love Hina.
Basic story is a 10 year old magician is sent from England to become a teacher for an all girls middle school class. Has to keep his magic secret. It's full or random fanservice. Reading the manga, looks like there coudl be a plot, but Im not expecting much. At one point he's trying to collect "partner cards" with the girls to help fight different enemies. He does this by kissing them.
So I'd say the show is pretty much a Harem version of Pokemon, gotta catch them all.
