I've tried to get them 3 times.

First two times the people didn't know what the fukk they were doing. They were ripped to shreds in 5 days. Last time after two weeks they itched so bad I could've blown my brains out, so I had to wash it.

How long did they take to start locking? Did you start with just twists? Is there any kind of special wax/grease I need? Most important how do I keep them clean?

Hmmm... I'm not so sure about your police work there...

I do. I've had them for four years. I started with little twists(ugly as hell) and just let them grow. In the beginning you just have to deal with the itching. I've seen some people who beat the shit out of their head to get rid of the itch, but I wouldn't reccomend that. After they lock (it takes about a month and a half or so) you can wash them just like normal. There are dread specific shampoos you can get, but I use the standard stuff. On the day to day I use Shea butter to keep them from getting all dry and nasty.
