That's true and sad at the same time. In fact, I know people who SERIOUSLY don't know beyond basic things -- such as how to put in expansion cards and getting a basic LAN setup using a GUI -- get certifications like A+ and CCNA by simply cramming their brains out. Did they learn anything? Not really. But they have the certification.
Long-term, I don't think that's a good idea. I have nothing against cram books (they're great if you understand the material itself), but if you rely on it, you're going to be in trouble. A lot of people worry too much about GETTING a job rather than being able to actually perform the job. There's going to come a time when you actually have to produce results at your job, so although you obviously won't remember everything a certification says that you supposedly know, you ought to be able to pick up on the the things that anyone in your field should know.
I just know so many people who have this nice-looking resume that gets them all these jobs, but they have a difficult time maintaining a job because, despite their resume, they don't know enough.
