I guess but part of the appeal of the Money in the Bank briefcase before Cena lost his cash-in was that it was 100% guarantee title win for the most part, even though it wasn't ruled that way. Knowing that an undercard guy may get the belt at any point is exciting even if that guy isn't that good.
