Fiona is a musical and lyrical monster. Unmatched. (With alot of help from her producer).

Then would be Liz Phair, then Blondie, then Chrissy Hynde.
 
The lead singer got all Diva-ish and left, did a solo album which flopped, formed a short-lived group with Raphael Saddiq , left that group in less than a year, did another solo album. and.. I think they reunited again and did an album that had a semi-hit.. I vagugely remember them wearing purple in the video... and now they're on the latest stevie wonder single, along with prince.

I wouldn't say so, nearly all of Jefferson Airplane's songs were collaboratively written and Grace Slick didn't even sing in all of the band's tracks. Although I'm aware that tracks such as White Rabbit were nearly entirely Grace's work, it's a question of best albums, so I'd say it'd be a sefer bet to go with albums that were written and performed entirely by females.

Speaking of which, kudos to those who mentioned PJ Harvey earlier, I happen to be listening to The Dancer right now and it's an absolutely outstanding song on an excellent album.
