For scratches, try those CD repair kits you can get at music / computer stores. I've used that and managed to save quite a few discs that way. It consists of this toothpaste type stuff where you apply to the surface of the CD.
Also try reading the disc at 1x speed. And there are some tools out there which does some low level copying but I forget the name now. Sorry!
