How the fuck does a suspect that was in a building get out when he was encircled by police?

Normal police protocol would be determining what sort of weapon the suspect has and if they have hostages. Next would be taking that into consideration and determining how far you should be away from the suspect.

Considering this guy has explosives, you don't want to be too close to spook him into using such lethal weapons, but close enough to keep an eye.

That it's late at night over there, it's pitch black and tough to keep an eye.
