I know that jokes can be set in imaginary settings. However, they need to make sense in that setting. Think about how some games are "realistic" in that they fit in with their settings. This is the same.

individual politicians are not equivalent to the state. politicians have speech that is considered equivalent to the speech made by the state (this is one of their major responsibilities), but they can also exercise the personal right to free speech. it is an important distinction.
