and no as AFAIK, they are locked for US and canada independly, I think it was because of different dollar values

No, they do not. Though that was my case. I bought a US PSN card and got the code for it and it didn't redeem. Gave it to a US friend and it did work.

From what I understand, money cards don't work across regions, but cards like PS+/XBL or specific game download cards should work.
