Just in case you're not aware, some (most?) places don't have tax on Steam. It might actually only be WA, since I'm not sure if they have offices anywhere else. But yeah, you might consider stating a discount beyond no tax, since most people probably don't have to worry about it.

I know Wisconsin got taxes on steam added in the last few weeks, there might be other places.
it's not a big deal in general for me as i would rather buy from sites with discounts (I mean I get 10% off on humble in general which is typically better than the steam price) but it does mean any dlc I buy now has tax on it which is sad

You can do both. But I think you would prefer to just change the shipping address and then show the buyer proof that you changed it. Obviously hide the order number but it is possible. You don't have to change the payment method if you are paying with the buyer transferring their funds to you.I mean, I understand how to change the shipping address but then, do I have to change the payment method too? Or is it better to just have the other person send me an Amazon gift card and apply it to the order?
Just change the shipping address, right? Changing payment method has occasionally resulted in people's orders being cancelled, so I'd advise avoiding that, though it may be possible if you go through CS chat.

Alright: need advice.
I put out a WTB for a SNES Classic Pre-Order for anyone with a spare to sell. Someone reached out to me , gave me dibs on a pre-order they had on Amazon. Day before launch gets here, I sent the money, which they claimed they needed for hospital bills only later to find out it was used to buy Amazon gift cards. I asked for a refund for my cash when Amazon didnt deliver day 1. He said he would contact customer service. Didn't hear back. I then said let's give amazon a chance to respond to the situation.
Now it has been 11 days. Seller was using some of the 'leftover' credit (no leftover as Amazon don't use up any credit until item has shipped, which it hasnt) to buy games. We are still waiting for Amazon to deliver. We do some back and forth, I asked the seller that if Amazon doesnt provide a response by early tonight to issue a refund. I've reached out to that seller, who is active on the site, but have received no response. Amazon reps have told folks with preorders that they would not be getting their shipment on the rumored Oct 11th date.
Thankfully, I sent him the cash via paypal merchant.
What are my options here?
Word of caution to sellers: it's not your money until the exchange is complete and buyer has their item.

Paypal ruled in my favor and refunded me.
After posting this here, the seller reached out to me and asked if I could wait until he found another buyer to sell the SNES classic to and use the proceeds of those funds to refund me back my money. I told him I was concerned that it could take longer than even he anticipated given in-store stock is being replinished. I told him the right thing to do would be refund me my money and to carry a negative paypal balance rather than me wait for him to come across $101 dollars to return to me. I got this snarky response followed by him telling me my money would come back to me on his own terms which is when he finds a new buyer who was willing to spend more than I paid him.
Obviously the stock issue with amazon was out of his control and was willing to give him benefit of doubt but the constant "i'll work on it today" with no follow-ups and holding my refund hostage to his terms, continiously, was unprofessional and I would not recommend doing business with this person, who thinks it's far more contructive to pop into numerous gaming OTS about how hes going to buy a game with "left over amazon credit" that he acquired using my funds.

If the community thinks it's best though then I can step back and not sell or buy for however long they think I should. It's only fair to everyone else that they don't suffer the same way.

He's not wrong though. All of this is correct. I told PayPal to refund him using my credit though so I don't know where he's getting his first part of the sentence. I have the email to prove it as well since I've never had to give a refund before so I called the CS for help. I guess that counts as ruling in his favor but I have no clue how the return policy works when it comes to PayPal. But he got his money after I had the funds again. It was always going to be in his favor. Why wouldn't it be?
Honestly I have no idea how any of that stuff works so thanks for double checking! I also didn't know how to issue a refund to use the correct source of where to get it from so in the end I just called and asked CS to do it for me haha. In any case hopefully you got every thing back cause I was told to refund a slightly smaller amount yet I guess it went to the full amount. Weird.I confirmed with their cs. On paypal it doesnt say you agreed to terms and just that they closed the case. Because you were kind enough to initiate that refund, I changed my feedback to neutral. Thanks, Alex.
