If you want to play WoW, you need a legal CD key, which can only be obtained by buying a retail copy in a brick and mortar store.

If you have a legal key and do not have the client, it is not officially available for download.

There are still some torrents seeding the Open Beta client, however. If you download the Open Beta client and create an account using your legal key at Blizzard's website, you can then login to the Open Beta client with your "registered" account and it will automatically patch up to retail. So that's one way to get online without owning the physical CDs - but you gotta have someone else provide you with that legal key.
