The Pelican in the second shot looks absolutely terrible, the rest of it looks pretty cool though.
 
That's because it's not really cell shaded. They just replaced the texutures with single color versions of the original ones, and added black borders. Just look at the first shot, its not "cel-shaded" because it has a normal shading gradient, like on the red wall, it slowly fades into the darker part. Real cel-shading is more than just "flat textures".

Real cel shading renders the entire screen into a 2D area and groups similar colors together with a black border. It's fairly complicated.

This is just the textures on a 256-color solid color pallette with black outlines.

In all games you render to a 2D area ;).

I thought two of the basics methods for cell-shading were either flat-shading with a 1D texture used as your lightmap with black-outlines on the silhuoette or warm-to-cool shading with black-outlines.
