Diplomacy is not only about acting aggressively to other nations you feel may be bullies(though that is one way to possible achieve a level of diplomacy).
Diplomacy is about acting in a way to balance relations globally, with both Ally and Enemy nations.

This flight according to the OP extended in further than previous ones...it could all be a message. And I would hope that Trump and Co. err on the side of caution instead of oh its nothing.
