Under construction building just sort of fell over, I have never seen a collapse like this.

Although you guys mock chinese construction, I'm impressed the thing managed to stay together so well after falling over like that. It's basically kept its form, bar some distortion... it hasn't collapsed in on itself.

If the foundation weren't so shit, the building seems like it could've weathered storms and earthquakes.

Yep, from the looks of it, the foundations/soil mechanics did the building in.

My friend who's been completing civil engineering projects in China pointed out to me that most large scale building projects are being (at least) part-undertaken by western companies anyway.

Looks like someone fucked their soil mechanics calculations at a guess?
 
Hmmm...I wonder if it's just a thing with Asian construction...

Build it fast and cheap and then afterward it's not your problem anymore.

My off-hand guess is that the piles weren't driven deep enough into soft soil.
