Computer randomly restarting, found something bad, help.

At random intervals my computer will just shutdown. Bam. The power led on the front will flash at one second intervals, and the PC will not respond until I turn the PSU off for 5-6 seconds.

I thought it could be the shonky power at my house, and I was thinking I might need a power filter of some sort. Instead I decided to take the thing apart and give it a clean, and look what I found.

Bad photos courtesy of my phone. Looks like something is shorting, or not behaving how it should. The good news is that this should all be under warranty. What should I return though ? The PSU or the Motherboard ?
 
I'm going to go out on a limb and say do the safe thing, and return both. I wouldn't want to be running a mobo with a crispy ATX input.
