It's a fan-made remix, and not the actual story or text that appeared in Batman #638; only the artwork is the same. Ignore that part (or don't, some of it is actually kind of funny), and just know that the Red Hood
revealed himself as Jason Todd, the second Robin, killed 15 years ago when fans voted to have him not survive being beaten with a crowbar by the Joker and then blown up.
 
The first printing of BATMAN #638 is sold out, so DC just announced a second printing with an all-new, spoilerific cover by Matt Wagner (why in God's name aren't they letting Mahnke do the covers too?!?). Check it out:



Y'know, that cover doesn't make a whole lot of sense... o_O

For fuck's sake, this is the second time in as many years that they've teased at bringing Jason Todd back. Here's to hoping this current crisis wipes the slate clean and we don't have to degerate into Golden-Age level stupidity.

ugh, I can't stand it. Is this at all related to the Hush storyline? Because in it, Bats said he moved the corpse. BTW, that's a horrible picture.
 
Here's a Newsarama article on the big revelation, with commentary from Batman scribe Judd Winick. A brief excerpt on how Jason came back:

But going back to Winick’s point that Jason is a man – and the point that Robin made in “Hush,” that corpses don’t age from teenagers to men while they’re in the ground – how did Jason get to be who he is today?

Winick is mum.

“Nope – nothing out of me on that. This is so not about the why right now, and I apologize to people who are looking for that immediately. The why is not going to be important for a really long time. The only hint I’ll give is that it’s no accident that DC Countdown and the return of Jason Todd happened on the same day. There’s a much larger story here – a story that Geoff Johns, Greg Rucka and I have been planning, and Jason Todd plays a part in it. So yeah, in one day, I’m partly responsible for killing off a hero, and bringing back another one…”
