Unfortunately, most of the offers do require at least a little money, like around $7. There was one offer, Infone, that was free as long as you didn't use it, but it's not always there.
As I mentioned in the other freeipod thread, try NOT to do the video professor deal, as it is a wretched scam. They make you think you can just pay shipping and get the one instructional CD. However, they send you 3, and claim the two are free, but if you keep the 3rd beyond 10 days, you'll get charged about $70. You have to package one of the three discs back up and send it back to them to avoid this charge. There's actually a few sites dedicated to exposing the scam, although I didn't know about them until after the fact unfortunately:

The problem is that they somehow are actually pretty good at detecting this, and they'll shut you down right quick if they find out.
