Not entirely, I think the bulk of focus is on 3rd party websites like CSGo lotto, that let you do coin flips and roulette, using hats as betting chips.
I'm not really sure how Chests and CSGo cases fit into gambling laws. As far as I can see, in the United States they fall into a similar category as Trading Cards, but because they aren't actually trading cards Valve doesn't have to disclose the odds of getting the rare items. A better comparison may be those cheap capsule toys at the Supermarket, you have a random change to get one of the listed items but they don't have to disclose the odds.

Yeah, I think I'm going to wait a month or so and then look into the rx 480.
However... reading all these articles about some power or heat issues with the 480 is giving me dejavu and I might just shell out more for the gtx 1070. Either way all these new cards are sold out or reference, so I guess I gotta be patient for now.

Probably more accurately, they don't fit in to any laws. Don't know of any legislation that deals with these things.

Because of the explosion of digital goods, the market needs oversight. It won't be killed, but once a politician's kid spends/gambles away a decent amount of money it will suddenly become an issue. Even though based on the total size of the digital market specific rules should already be in place to discourage unethical behavior.
Overwatch is seriously incomprehensible to watch as a pro game

If Blizz or pro teams can figure out what works against double winston/tracer/lucio on cp maps, it would be like 500% more watchable
as a non-overwatch player, would it break the game to have a competitive/tournament mode where you can only have at most 1 of the same hero per team?
ok so i underclocked my gpu by 10% (and limiting power by 10%) and it went from quickly scaling to 88C and shutting down the monitor to maintaining at 70-75C in demanding games
im confused...i guess? but im glad it had such a big impact i guess and i can actually play some of these games?

Your GPU Heatsink isn't properly seated. Would explain why it has gotten progressively worse, and why even underclocking doesn't fix the problem. If you really wanted to you could find a guide for removing and remounting it, and put some new thermal paste on, and it should fix the problem for ~$10 and about 30 minutes of time.
