When you say gambling, are you talking about opening chests?

I certainly have no love for Valve's inaction regarding betting sites (among other things), but either I'm completely missing what you're referring to, or...

Not entirely, I think the bulk of focus is on 3rd party websites like CSGo lotto, that let you do coin flips and roulette, using hats as betting chips.

I'm not really sure how Chests and CSGo cases fit into gambling laws. As far as I can see, in the United States they fall into a similar category as Trading Cards, but because they aren't actually trading cards Valve doesn't have to disclose the odds of getting the rare items. A better comparison may be those cheap capsule toys at the Supermarket, you have a random change to get one of the listed items but they don't have to disclose the odds.

People are conflating the idea of loot boxes with the external skin gambling which isn't really surprising since gaming side is always looking for a reason to be all "woe is me what has happened to gaming no HL3 :((((".

I do wish that items were just sold directly based on rarity like Arcana items ($1 common, $3 rare, $5 mythical, $10 immortal, $25 arcana or something similar). If Valve is going to keep the current system then they really need to lockdown their API or remove it and just get their shit together in general.

Probably more accurately, they don't fit in to any laws. Don't know of any legislation that deals with these things.

The only real difference between standard betting like casinos or lotteries and Valve's boxes o' fun is that with Valve you're at least guaranteed to get something unlike with regular gambling but at the end of the day it is gambling, you're putting money on the line for a chance to get something more valuable or something that you want.

It gets even worse because unlike casinos I seriously doubt there is any regulation or regulator entity that is looking at the odds and winrates, so Valve is free to tweak the drop rates to their heart's content, meaning compulsive people will buy more chests and the market value of items will be higher, which in turn increases the share value Valve gets for each sale on the market since it's % based.

The video is somewhat unrelated but I found it shocking the way a Valve employee describes their system in this video.

Isn't the 1070 around that price point? Get that.

the sticking point is that unlike irl gambling or things like trading cards/capsules this stuff is all digital, and while the digital items have a monetary value it's only one-way value -- you can't "cash out" and trade your items for actual money, just Steam credit (through official channels)

3rd party sites are their own mess

shit is obnoxious but it's tough to legislate around without being unfair to businesses tryna make a buck from people who willingly give them money

Yeah, I think I'm going to wait a month or so and then look into the rx 480.

However... reading all these articles about some power and heat issues with the 480 is giving me dejavu and I might just shell out more for the gtx 1070. Either way all these new cards are sold out or reference, so I guess I gotta be patient for now.

Thanks for all the help bros, especially pidgey, linking me helpful articles and stuff on steam. I (to my detriment) didn't pay much attention to graphics cards and didn't know shit about them until recently.

as for the rx 480 the aftermarket cards should solve the power problem since they have an 8 pin power connector instead of the 6 pin on the reference card but guess you'll have to wait for reviews to see

yea i normally pay attention only when im about to build a new pc lol
but i think these cards from amd and nvidia have had more attention because it's a new architecture

One day I realized that sadness is just another word for not enough coffee.
If valve is going to take a hit to their bottom line in any case then they might as well shut down the API for items. It hasn't resulted in anything worthwhile that wasn't some kind of digital casino, as far as I'm aware.

It's a nice idea that someone might make a Dotabuff for items but in practice it's a dead end because people don't really treat their items like stocks. On the other hand there is evidently a huge market for pseudo-gambling and that's all the item API is enabling right now.

IIRC, in Japan, a certain kind of loot box is not allowed in video games. The kind where you open up boxes in an effort to complete a set, which you then trade in for the rare item. I think it's called kompugasha, short for... complete gashapon? (Gashapon are the machines you put a quarter in and get a capsule with a toy inside.) That doesn't apply to Valve style chests, though, I'm pretty sure, because there's no trade-in option.

What if CSGO gets the restrictions and changes that dota2 has? Would it be for the better? IIRC they got rid of keys in dota2 because of some gambling law in China.

If you kill CSGO and Dota chests you'll have to kill gacha mechanics in every game.

gl with that

Because of the explosion of digital goods, the market needs oversight. It won't be killed, but once a politician's kid spends/gambles away a decent amount of money it will suddenly become an issue. Even though based on the total size of the digital market specific rules should already be in place to discourage unethical behavior.

Nah those politicians are already getting money from the people who'd lobby to keep regulation out of the picture.

i don't mind buying treasures/chests, but man i miss being able to just buy the set i wanted

The state of the workshop is pretty much dead.

Everything revolves around battlepass chests and sets that people make with effects and custom stuff almost always get slashed apart.

Seems like most people switched to CSGO skins because you don't have to model and you make more money.

If Blizz or pro teams can figure out what works against double winston/tracer/lucio on cp maps, it would be like 500% more watchable

as a non-overwatch player, would it break the game to have a competitive/tournament mode where you can only have at most 1 of the same hero per team?

No. Blizzard's just against it because they're 1) stubborn, 2) think they're up to the task of figuring out this problem through balance work. Theoretically being able to stack heroes results in more possible combinations than no hero stacking but it never works out like that because the inter-hero balance is just not that fine tuned, and likely never will be, especially for a mode like KOTH that just doesn't mesh with a lot of the hero kits.

R9 390X's are down to ~$330. Or you could wait for the GTX 1060 which should be launched sometime this month around $300 with performance on par for the 390X/980.

Your GPU Heatsink isn't properly seated. Would explain why it has gotten progressively worse, and why even underclocking doesn't fix the problem. If you really wanted to you could find a guide for removing and remounting it, and put some new thermal paste on, and it should fix the problem for ~$10 and about 30 minutes of time.

Sorry i kind of worded that sentence awkwardly, but underclocking did indeed fix my heat issues. Post-underclock the same game is running with the same settings at a consistent 75C (whereas pre-underclock) it would scale up to 88C then shut off my monitor.

I'm baffled that underclocking by just 10% (and limiting power by 10% i guess) had such an enormous impact. Fingers crossed this continues to work just fine for a good month or two till I can nab one of those newer cards.
