Yeah I know it's useless, but with her primarily using ki blast for attacks, it seems like super 17 should be able to win that fight regardless of power level since energy absorption + barrier + infinite stamina
So I don't really think it's a power level thing

My guess is that she'll take care of 17 (they have a beef now and didn't conclude their fight) and then Vegeta will take care of her.

Same. I think its one of Toriyama's better villain designs.
Ss4 was over designed, but most of the GT villains at least looked good to me.
