Hit literally got stronger as the previous tournament went on.
He even went so far as to mimic Goku screaming to see if he can get a power boost too.
Jiren and Toppo lets loose, members of Universe 7 are falling like flies and it's just oku and Gohan remaining.
Toppo knows about techniques that plays around with space/time, he has one of his own. He's trapping Gohan inside some dimension barrier similar to Caulifa, except much stronger. Even with Goku's "limit breaker" while he can fight on par with Jiren, he's unable to deal with both titans at the same time and thus begins to take quite the beating. Gohan unable to help as his Father is 2v1'd, completely snaps from fear of losing everything.
This melody plays as Gohan ascends himself, and reaches that Ultimate Form nobody has ever seen, and the Father/Son duo team-up and give Universe 11 a hell of a fight.

Why does it needs more build up? We got Beerus meeting Goku and training with Whis for over two years along with all the stuff in-between like Hit, Black, and Merged Zamasu. Why do we need another two or three arc worth of build up?
His body has been aching for way too long and Hit just stood him up. He needs some fight a way to release all his pent up frustrationYou joke, but Goku would totally save Jiren just to fight him lol. Maybe you weren't joking at all...
I think the gap established between them in BoG would feel a bit trivialized if he caught up so this arc. I feel like the subject of Goku catching up to Beerus is somewhat of a delicate thing to handle, in a sense. I want to see Beerus and (at least most of) the other GoD's in high power over Goku & fam for longer, and at it would feel anticlimactic to me if Goku surpassed Beerus too soon. If there is more buildup to it, it would have the proper weight I think it should have, and would feel more "earned" narritively.

Given the track record of the series I don't think that's going to happen.
My point is there's not really anywhere left to go after having him surpass Beerus. Sure you can do the angels and that one guy, but after that? They'd have to pull some shit out of their ass to keep it going.

But you really haven't explained why more build-up is needed since Goku has been behind Beerus for years despite gaining and mastering a new form and training under Beerus' teacher while he sat on his butt and ate. And surpassing the Gods of Destruction isn't even a big thing since Beerus isn't even the strongest god, we know that there is a mortal that is stronger than a God of Destruction, and the angels are laughable stronger than any of the gods.
So why is Beerus is treated as some kind of goal that can't be surpassed until the stars align, when they are dozens of people above him?bc
So that episode was a bit of a wash. All it did was cement how underwhelming a presence Universe 11 is in this tournament with how many members have jobbed and how Jiren is a walking piece of cardboard with a frowny face drawn on it. Hit teaming up with Goku is neat on paper but the execution was lacking, the fight was more interesting when we saw Hit messing with not!Beerus instead of Goku just pulling God out of nowhere.
