Really. that's the problem here. Nintendogs is Nintendogs. Nintendo will make other games - some better, some worse. But Famitsu is stuck with their increasingly-tarnished reputation. They were already a joke; now they're a joke that's not funny any more.

But this board is just "HAHA WE WIN" or "HAHA YOU LOSE." I want to talk about the kind of message that Japan's largest circulation gaming magazine - disreputable as it is, nowadays - assigning the fifth perfect score in its history to a game that does not by any stretch of the imagination deserve it. Not whether Nintendogs is a game, not whether it's good or not, but what sort of message Famitsu is sending about the industry when they decided to give this game this score.
But any sort of questioning Famitsu is questioning Nintendogs, and any sort of questioning Nintendogs is questioning Nintendo, and God forbid you do THAT around here.
I'm sick and tired of this gangbanging console bullshit. There's a Calvin and Hobbes where Calvin wishes he was dead - then, thinking better of it, wishes everyone else was dead instead. Well, I wish everyone else was banned. But that being impossible, working towards a self-ban as quickly as possible is my best bet.

Well, let me play devil's advocate, in an attempt to bring everyone's blood pressure back down to normal here: why is this such a bad thing? At the end of the day, what difference does it make whether it got four 10s or four 9s or four 5s? Does it really matter? (I'm asking seriously; obviously I'm not trying to bait you.)
Everyone's going to forget about this in two weeks and the world will go on. So I don't see what the big deal is about the scores. Why don't we at least wait for a translation of the text before we declare this the end of the world? (Not that the text is going to make much of a difference, IMO, but still.)

It's not possible for your friend to have the new issue yet - when this information leaks, it's usually straight off the presses, before the issues hit stands. 4 people give the game a score out of 10. They usually pick a hardcore gamer, a casual gamer, someone who likes a specific genre and A.N.Other. It just means that 4 people thought the game was worth a 10, rather than 1. A lot of games get a single 10. Just those games don't get much recognition because board posters make such a big thing of the 4x10s. It's really just a measure of a game's broad appeal rather than it's singular quality, and since Nintendo's ethic is to appeal to a broad audience, it shouldn't really be surprising to see that Nintendo has 3 out of 5 perfect scores.
You're actually questioning it too much though. It's just a 10, basically. The same as when Edge gives a 10. Personally, I would give Nintendogs a 9 from what I've played so far, though the only problem I have with it is its slightly wonky voice recording (misses a fraction off the beginning).
