What is a NPBA or Non paying bidder alert, and what are the implications?

I bid on something and the dude won't let me use paypal, because I'm "foreign" and some shite about "chargebacks" whatever the fuck that means. He's already left positive feedback for me and I'd done the same for him, because I thought he brushed it off.

Will a NPBA affect my credit, my ebay account or both?

3 non-payments and you are out. Or if its something major(houses, cars, major charities) you are kicked off.

He's doing it so that he can have the listing fees and their percentage of the sale rescinded. As the others have stated, three NPBA for more minor sales and you're off.

Did he explicitly state in his auction that he won't accept PayPal for international bidders? Because if he didn't I'm pretty sure he's got to accept or suck up the fees and relist. The bit about chargebacks is that it's much easier for international buyers to fraud using PayPal (buy an item using their cc with PayPal, receive it, then dispute the charge with their cc company).

Yeah it's in the fineprint on the listing I just didn't see it before bidding. I'll probably not bother with Ebay from now on.
