As SSx said, they already announced a PSP Action/RPG a little while ago, "Final Fantasy VII: Crisis Core." Since Square Enix was just waiting for Sony to reveal their plans (pricing, battery life, focus, etc), and Sony has now done just that, it's likely we'll see more PSP projects from them very soon.
As for your question, the only FFVII project likely to hit DS is "Before Crisis," a port of the cellphone title. So far, at least.

On top of that, Square Enix said they have plans to port some of their Mobile line over to the DS, and Miyamoto recently revealed that they have an online project in the works. We'll just have to wait and see how those pan out.

"Final Fantasy VII: Crisis Core" was announced as an Action/RPG, and that's it. It hasn't been announced as a port, remake, or anything of the sort. Stop spreading false information.

Heh. The animation thing was because they used the same animation scripts/routines (whatever you'd call them) as they did in FFVIII. If you play both games, you'll see them using a lot of the same animations. Why they chose to use the same scripts is beyond me, though, as it did end up hurting the game a bit.
Kingdom Hearts, on the other hand, has some really fluid animation in cutscenes, and very little of it is exaggerated... Well, minus the Disney slapstick.
As for the different polycount models, I don't see the gripe, as it's a very common method. High poly models for cutscenes, low poly models for gameplay... Quite a few games handle things this way. It's nothing unique to Square Enix.
