That really is beside the point. In many countries the President/Prime minister/etc is not directly elected by the voter but by proxy through the parliament.
Do you think people who voted LibDem expected to be indirectly electing David Cameron? Probably not yet he still has democratic legitimacy.
And you can hardly directly blame JCJ for the ignorance of the people.

It's not Juncker's fault but it all throws big questions over his legitimacy.

I was clucking at the rooster's hubris, I should've made that clearer. Cameron doesn't base his power on nonexisting "public mandate". But as long as he does his job well, who cares?
