Favorite gaming villain(s)?

It's been a while since we had one of these threads I think, so who are your favorite villains, characters that sometimes outshine the main character or even surpass them in charisma/writing/etc.?

My top ones haven't changed much over the years:

Senator Armstrong from Metal Gear Rising
Grigori from Dragon's Dogma (not a villain, but still)
 
We share a kinship OP. I especially like the Joker in City and even more so Arkham, the amount of missable dialogue is nuts, you can wait for ages and he just keeps going.

Am I misremembering or did Handsome Jack have a diamond horse??

Yes, Butt Stallion, it was referenced in dialogue and it was an NPC in the D&D inspired BL2 DLC. MLP was popular back then, so a product of its time.

Anyway, op nails it with Handsome Jack, Joker in the Arkham games.
I'll add GLaDOS from Portal and Kefka from FF6. Bowser is a good dependeable villain, the old reliable.

Eggman not so much in the games, but in other media he can be pretty good. It depends on the writer. The Sonic Boom Eggman is my favorite.
