See, this is where you are wrong. They can very well be together if not for the authors willing so squizze every bit of drama in the hunt for a profit.

The writers are hellbent on highlighting the fact that she's a criminal and he's a vigilante who goes against what she stands for lol. Yes there are more memorable romances for The Dark Knight, but Catwoman is the one mostly associated with him.
