I actually enjoyed the second one a whole lot more. The first one turned me off pretty early on, oddly enough, and I never wanted to play it again. The driving mechanics were less responsive in the original and the cops were FAR too fierce. Along with that, the cars were extremely fragile. This always resulted in hopping from car to car while trying to avoid death in a city I'm unfamiliar with. The on-foot, then, was very slow paced and unresponsive.
The sequel worked oh so much better. The driving mechanics were simply more fun to use, the AI was toned down to a more realistic level, and you now had a map system. The on-foot saw the addition of an "instant kill" like move (kinda like an over-powered melee system or something). When you played as Mitch, however, he would literally "arrest" them...which looked stupid. Even in that case, I felt that this actually allowed the on foot gameplay to become enjoyable. You'd dodge shots and avoid death while trying to chain enemies deaths together. It was completely unrealistic in the worst way, but it actually made for an enjoyable goal in these sections. The addition of a superior camera system, generally more responsive controls, and faster healing (along with med-packs) simply made it a lot more fun.
I also found the story to be more enjoyable overall as it was based much more heavily on things happening around you and switched between the characters more often. I really found the story to be a lot more engaging and it kept me playing to the end.
The presentation didn't feel as solid, I must admit, but the experience was actually FUN for some reason...even if the game could be considered kinda broken (both were, really).
I enjoyed the sequel, but that enjoyment could be chalked up along with games like Trespasser. It's not a good game, but if you can get into it (for any reason) there is a lot of fun to be had.
