Interestingly enough, the director is the same guy who directed Galaxy Quest. That's a good example of a quality movie with a low budget.

I’m excited for a part 3 but I hope to god the cancel culture brigade does not do a pass over the last 2 movies as they were a product of their time.

it never seemed like a high budget series. its a b-movie. most of the first two movies are just around San Deimas. there is a handful of mostly generic historic single room sets you could find for any tv studio, the castle for that action scene, the waterpark (a local location) etc. the only post production effects were the telephone sequences, which had a lot of blue screen. but it's just a telephone booth with some light mods, very cheap to do. the premise of the whole thing mixed with the friendship between Bill & Ted were enough to make a big budget irrelevant.
mostly it was a lot of practical effects. the ghost stuff in 2 is the most out there, when they float around the seance, but it is using Star Trek era effects and they point that out by filming on the same patch of desert as ST. lots of in camera effects, extreme angles and colored lighting in Hell. i think when they meet Satan there are some matte paintings but that's it. the evil robots and Station are practical costumes. the Grim Reaper stuff was very simple, just them in a room w minimal lighting, riffing on Ingmar Bergman.

Keanu has always been criticized for being a one note actor and the fact he's seemingly refusing to change his hair for every role really isn't helping. At least for this he's shaved but otherwise he may as well just be credited as "Keanu Reeves as Keanu Reeves" in everything.

Honestly I think it's kind of lazy. It's like John Wick is in every one of these movies/game. That Matrix 4 set shot especially. Looks like Keanu just strolled into the studio from his house on day one and sat on the motorbike all with the space of 10 minutes. The only way it could be worst is if he was wearing the same T-shirt from the Xbox conference.
I hope it turns out that's an uncostumed rehearsal.
Tbh, that’s what the majority of ppl want from a Keanu Reeves movie.. I could care less if he changes his hair and yeah, while he’s never going to win an Oscar.. I don’t think he’s even gunning for one when he takes on roles... his performance in The Matrix is different enough from Bill and Ted... which is also different than You Will Always Be My Maybe.Honestly I think it's kind of lazy.
