They have 160+ reports, who knows how many went unreported and is making their way to landfills. They probably have done the same across multiple states already so we are talking potentially thousands of packages, with agents the risk of blowing their cover, the coverage and manpower required can't compare to what has been done which is pretty free of risk and cheap.
