It really doesn't. I use it offline everyday, maybe you got a system update? Just tether to your phone to log in.

I use my Steam Deck offline all the time. Never had any issues.
When I go online again later, every game i've played automatically sync the cloud save data.

Is your wifi router turned off or on at the moment?
Internet outage only means it has no online connection, but Wifi should be still on, if you havent turned it off.
Maybe turning your router off, SD will finally see it has no internet and skip the check process

Now that my Steam Deck decided to work offline mode (still no internet)
