I always thought of Tom as a manifestation rather than a person. He can't be affected by the ring the same way he can't be affected by time. He simply is.

Yeah, Tom is not a real person. Tolkien never gave any definite statement on exactly who or what Tom is, the closest he ever came was mentioning that Tom represented 'the spirit of the countryside' or something like that. So yeah, Tom was more of a manifestation of the spirit of nature than a real person or so to say.
