Now there are places in Birmingham where the residents feel it is okay to throw all their rubbish into one big heap to make it look great for the news but if everyone did what they were told and put their extra sacks next to their bins then you wouldn't get examples of this - why one street needs to take all its collective rubbish and throw it all in one massive pile to make it look terrible? You'd have to ask them why. Perhaps they knew the cameras were coming round.
