From what I gather for cross-progression to work in most games, you need to have an account of the infrastructure host maintaining it. Which is why every game that has cross-progression REQUIRES it and it's not optional. It becomes a back-end logistics nightmare trying to maintain some and not all.
And yes, the player-base whined like bitches when Sony was going to require a PSN account for the cross-play game like every top cross-progression/cross-play game in existence right now. And they all make accounts with them.
When I fire up Fortnite, it requires me to make an Epic account, any R* game, same, any CoD or Activision with it... guessed again, same.
The ones that don't have cross-progression and just cross-play, are not as strict in account requirement. And most of those are older games without it in mind either (some Ubi games, etc..)
