Help - New LCD monitor is out of focus.

My aunt & uncle run a Mom & Pop store, "The Gamecube Hut", and sold 80k WiiU within minutes of opening.
Ive recently picked up an IBM L191p ThinkVision. Having a big problem with what I believe is out of synch "phasing". Basically, the colors are bleeding to the right and left. Seems to be most noticeable with Blue text on a grey background. I did a test by creating a webpage with a gray background and a square blue box. Here is the html...

As you can see, the horizonatal resolution is perfectly crisp, no bleeding. But the vertical line is seperating out the blue color. White to the right, dark to the left.

I am using a DVI connecection. The VGA connection has the same problem. Now, I've tried tweaking all of the settings.. but I have had no luck. What's weird is that the "phase" , "clock", and contrast settings are locked on DVI input... but not on the VGA settings. Are these not applicable with a DVI hookup? I would like to try the phase setting on DVI, as playing with that on the VGA gets the vertical colors to line up close, but not perfect. (Something like moving the pahse setting from 50 down to 3).

...but this guy is using an analogue signal and am to understand that this problem can not happen with a digital signal.

By the way, the exact same problem is happening with two identical LCDs at work.

what video card do you have? i hear that some previous GeForces had DVI connections that did not meet spec or something.

The one at work is a GeForce, fairly new.

I hooked up the monitor from the onboard VGA, and the same "bleeding pixels" is there. So, I figure its not the video card.

Help.
