I watched the whole video, and it's not propaganda. Calling it propaganda implies that they're being disingenuous or they're lying. No, it's merely making an argument in support of the treatment of women in Islam.
The real issue with the video is that it seeks to justify their treatment of women as a way to keep them safe. The uploader takes granted the idea that women are suppose to be subservient to men and never addresses the central argument as to why the West does not approve of their treatment of women.
For example, the video states that women do not wear veils 95% of the time, because the only time women wear veils is in the presence of men who are not familly members. In public, essentially. It never address the obvious takeback from that, which is that Muslim women are seemingly only allowed to be out in public around 5% of the time.
It's a poor video to be sure. Not going to dispute that. But just because everybody on this forum will pretty much unanimously disagree with the message doesn't mean that the video is propaganda.
Edit: If the rape rate in Muslim countries is lower, it's probably because Muslim women aren't allowed to leave the house, not because of the hijab.
