How can I make a browser refresh a webpage automatically?

Is there a way to make a browser refresh/reload a page every X minutes? My DSL modem gets disconnected occasionally and I need to force the "dialer" in XP to connect automatically when I'm away/sleeping, in order to for torrents and whatnot to resume their work... My bittorrent client doesn't request a connection to the internet automatically when the connection is cut off, and "Redial if line is dropped" option in XP often doesn't work... So I'm thinking a good way around that would be through automatic web browser page reloads... I used OutLook Express in the past (you can set it up to check for new mail every X minutes) but I've stopped using my POP3 mail server because it gets ridiculous amounts of spam, so I'd really like an alternative way to force an app to connect to the internet when the line is dropped.

Firefox has an extension called Reload Every that will do that. Can set it for as little as 5seconds, to a custom setting but which looks to have 3 digits in the place for the # of minutes you can set.
