Actually, in the frames just above those, Tintin gets warned by the fakir Ramacharma that a man with "yellow skin", "black hair", and "glasses" is out to "destroy" Tintin. In the context of the story it makes perfect sense. Furthermore this particular comic, "The Blue Lotus", actually has somewhat of an anti-imperialist bent (and certainly not racist).
