I think that twitter account is the one with the marvel leaks (it's posted a lot in the marvel spoilers subreddits). So this Bloodborne stuff he's teasing is probably a movie or tv show.

That same person said last year that he heard that a Bloodborne film adaptation was in the works with Darren Lemke (Lost, Shazam!) as writer and Lorenzo di Bonaventura (Transformers or GI Joe) as producer.

But Sony instead mentioned to be working on ten adaptations, and announced:

1. Horizon
2. GoW
3. Gravity Rush
4. Patapon
5. Days Gone
6. Death Stranding
7. Ghost of Tsushima
8. Second Uncharted movie
9. Second TLOU season
10. Shorts film anthology Secret Levels:
    1. A Concord episode
    2. A PlayStation episode featuring minimum Kratos (GoW) and Jin Sakai (GoT)

Not Bloodborne. So I'd say it's fake or that they are just in super early stages doing the first steps to start to build the project, maybe working on pitches and an early pitch/first story draft.

Mine was just baseless speculation. But it would make a lot of sense to replicate the Demon Soul operation for a number of reasons, both from a sales perspective (it would probably help to move lots of consoles) and from a developer perspective (it would help developers get used to the new console/environment).
