I might play some of the online stuff this time as it seems it got a great deal of support of a long time. I would prefer if they just let us make a custom character to play around in free roam offline or something lol At least as an option

Well they are set characters, chances are they may not have all the hair style options or might be more open to having those options in online vs single player.

So I think they'll probably have all the hair styles, but I would not be surprised if its limited for the main game based on having set characters

What will most likely happen is that they give both protagonists the most basic hairstyles at the beginning of the game and thus you'll have to earn enough money to go to the richer side of town to afford more hair customization.
