The Department of Health and Human Services (DHHS) established standards called the Food Defect Action Levels (FDAL) saying, "Some foods, even when produced under current good manufacturing practice, contain natural or unavoidable defects that at low levels are not hazardous to health." "Defects" in this case deals with how many insects can be in your food before the department will take any legal action.
According to the FDAL, peanut butter cannot contain more than 60 fragments per 100 grams and wheat flour must have less than 75 insects per 50 grams. Tomato paste, pizza, and other sauces are limited at 30 eggs per 100 grams or two whole maggots per 100 grams. Canned mushrooms have a maximum of 20 maggots per 100 grams. And chocolate tops off at 80 microscopic insect fragments per 100 grams.
