If I buy and install a physical copy, does the console download all the updates, including the dynamic weather?

Updates are always available even for games that are not sold and delisted.

DLC is not available for purchase for DC.

Yes, too bad there is no way to get any of the DLC any longer as they were incredible, especially the DLCs campaign events. Some of the races mixed heavy weather and other conditions that made each race very intense and balls to the wall hard. I think you won't have access to the BIKES version as well, which is a shame.
